A travel eSIM QR that “won’t work” is rarely a broken square of pixels. More often, the camera reads the code fine, and then the phone’s Local Profile Assistant (LPA) fails somewhere in the GSMA consumer Remote SIM Provisioning path: wrong or reused activation data, no path to the SM-DP+, a confirmation-code mismatch, an interrupted Bound Profile Package download, or a device that cannot accept another profile.
That path is defined for consumer devices in GSMA SGP.22 (RSP Technical Specification). The QR is only a delivery wrapper for an Activation Code. Understanding what that code encodes, and what must happen after the scan, turns vague “invalid activation code” screens into diagnosable stages.
This piece stays in the consumer RSP install/activation lane: how profiles are ordered, claimed, and downloaded. It is not an SGP.32 IoT explainer, and it is not a multi-IMSI coverage-map deep dive.
What actually happens when you scan a travel eSIM QR #
At a high level, consumer eSIM setup is three different jobs people casually call “activation”:
- Claim / download, the LPA contacts an SM-DP+, authenticates, and downloads a Bound Profile Package onto the eUICC.
- Install, the eUICC stores the profile (operational credentials in an ISD-P).
- Network enablement, the profile is enabled and the modem attaches to a visited or home network (plan rules, coverage, and first-attach timing vary by issuer).
GSMA’s consumer RSP architecture centers on the SM-DP+ (Subscription Manager, Data Preparation +): the role that prepares Profile Packages, protects them, may allocate them to specified EIDs, binds a Protected Profile Package to a particular eUICC, and securely delivers the Bound Profile Package to the device LPA (SGP.22 v2.7 overview; SGP.22 v2.7 PDF).
Your phone does not “become the SIM” by reading a QR offline. The QR (or typed activation string) tells the LPA where to go and which pending order to claim. The profile bytes still have to travel over the internet from the SM-DP+ to the LPA, then onto the eUICC.
Apple’s own setup guidance is blunt about the connectivity prerequisite: the iPhone needs a Wi‑Fi network or hotspot for eSIM setup in the common case (Apple Support, About eSIM on iPhone; Apple Support, If you can’t set up an eSIM).
The Activation Code: SM-DP+ address, Matching ID, optional confirmation flag #
GSMA SGP.22 defines the Activation Code as information the operator or service provider issues so the end user can request download and installation of a Profile. In QR form it is prefixed with LPA:; the payload is a $-delimited string (SGP.22 v1.2 §4.1; structure still documented under Activation Code / Matching ID in later SGP.22 revisions, including v2.7).
Conceptually (illustrative layout, not a real credential):

Industry parsers summarize the same consumer format: LPA:1$SM-DP+-address$token, with optional OID and confirmation-code flag (iot.cards activation-code parser notes). Manual entry screens simply split the same fields into SM-DP+ Address, Activation Code (Matching ID), and optional Confirmation Code (manual SM-DP+ entry explainers; SimFinder manual-code guide).
Matching ID vs confirmation code (they are not the same thing) #
- Matching ID / Activation Code Token, identifies the *pending download order* at the SM-DP+. SGP.22 treats MatchingID as equivalent to the Activation Code Token from the architecture docs; it must be unique in the operator/SM-DP+ perimeter so the server only processes known, valid claims (SGP.22 v1.2 §4.1.1).
- Confirmation Code, optional end-user secret used when the operator requires stronger confirmation before the SM-DP+ releases the profile. SGP.22 states that if a Confirmation Code is used, it SHOULD be provided separately from the Activation Code (SGP.22 v1.2 §3.1.1.3). The LPA hashes what you type and the SM-DP+ verifies it during download authentication.
Mixing these fields, or inventing a confirmation code when none was issued, is a classic “Invalid activation code” path.
Common travel eSIM QR / install failure modes #
Error strings are not a universal GSMA status vocabulary. Apple, Google, OEMs, and issuers phrase the same underlying miss differently. Treat the table as triage categories backed by RSP mechanics and public support patterns, not as a promise that every brand uses identical wording (eSIM Ready QR troubleshooting; Apple Support troubleshooting).
Failure mode notes that travel brands see repeatedly #
Wrong or stale QR. Screenshots compress modules. Forwarded chat images crop quiet zones. An old email may point at a cancelled Matching ID. Prefer the issuer’s current order page or original attachment.
Network required for download. Scanning is local; ES9+ traffic to the SM-DP+ is not. Airplane mode with radios down, hotel captive portals that have not been accepted, or flaky airport Wi‑Fi commonly abort after a successful scan (Apple connectivity prerequisite; developer-oriented SM-DP+ provisioning notes).
Profile download interrupted. SGP.22 describes download as a multi-step session among SM-DP+, LPA, and eUICC. Communications failure can leave retryable or non-retryable server state depending on how far binding progressed; traveler-facing brands often see “already used” after a partial success. Check whether a profile already appears before demanding a new QR (SGP.22 download/installation procedures; issuer-agnostic triage).
Confirmation code mismatch. When the Activation Code’s confirmation flag is set, the LPA must prompt; the SM-DP+ verifies the hashed confirmation material. Excessive wrong entries can be rate-limited by the SM-DP+ (SGP.22 notes protection against excessive incorrect Confirmation Code entries in the download flow).
Timing: install before travel vs at the destination #
Two clocks get confused:
- RSP download clock, when the LPA can reach the SM-DP+ and finish install.
- Commercial validity clock, when the *plan’s paid usage window* starts (install time, first network attach, or a fixed calendar date, issuer terms control).
Public travel guidance converges on a practical rule for the first clock: install while you still have reliable Wi‑Fi, at home or before boarding, so you are not debugging SM-DP+ reachability after landing with no data (pre-travel iPhone setup guidance; QR failure diagnostics).
Why that matters technically:
- Profile download needs IP connectivity to the SM-DP+ FQDN (HTTPS/TLS), independent of whether the travel line is enabled yet.
- Airport and hotel Wi‑Fi often impose captive portals; complete login *before* starting Add eSIM.
- After install, many travelers keep the travel profile installed but disabled (or data line not selected) until arrival, so you separate “bytes on the eUICC” from “start burning the validity window.” Always read the plan’s start rule; some products start at install, others at first connect.
At-destination install can still work if you have a working hotspot, companion data line, or free Wi‑Fi, but you are stacking jet lag, captive portals, and support latency on top of RSP complexity. Pre-flight install reduces that stack.
Manual entry when the QR is the problem (not the profile) #
If the square will not scan but the issuer printed SM-DP+ and activation details:
- Open the system Add eSIM / Add Cellular Plan flow (not a random QR utility).
- Choose Enter details manually.
- Paste SM-DP+ address as a bare FQDN.
- Paste the Matching ID / activation token into the activation-code field.
- Enter a confirmation code only if the issuer supplied one separately.
Apple documents confirmation-code prompts during QR-based setup when the carrier requires them (Apple, Set up eSIM / About eSIM). Android paths vary by OEM but expose the same three conceptual fields.
Do not scrape “SM-DP+ address lists” from random blogs. The authoritative address is the one bound to *your* pending order.
What travelers should take away #
- The QR encodes an Activation Code, not the profile itself.
- SM-DP+ address = where; Matching ID = which order; Confirmation Code = optional second factor, usually separate.
- You need stable internet for download even if you plan to enable the line later.
- Before rescanning an “already used” code, look for a profile that already landed.
- Install on trusted Wi‑Fi before travel when plan terms allow; then manage enablement and data-line selection on arrival.
- Capture the exact error text, device model/OS, and attempt time for support, never post full LPA strings or QR images in public forums.
What travel eSIM brands and operators should take away #
- Ship Activation Codes that parse cleanly (
LPA:1$…), with manual-field fallbacks in the same order email. - If Confirmation Codes are required, deliver them separately and label fields unambiguously (SGP.22 guidance).
- Document whether validity starts at install, first attach, or a calendar date, timing confusion drives false “activation failed” tickets.
- Train support to ask: scan vs download vs install vs attach; profile already present?; Wi‑Fi/captive portal?; confirmation flag vs Matching ID mix-up.
- Prefer reissue workflows that inspect SM-DP+ order state before burning a new Matching ID on every retry.
- Treat OEM LPA quirks and carrier-settings updates as first-class runbooks, not edge cases.
Standards education first: consumer RSP interoperability comes from SGP.22-shaped SM-DP+/LPA/eUICC behavior. Brand UX is how clearly you map those stages for a tired traveler at Gate B17.
